TVP - Guidance On The Use Of Drones

Guidance on the use of drones – Thames Valley

Thames Valley Police is issuing a reminder about guidance around the use of drones.

The warmer weather encourages the use of drones, which are also known as unmanned aerial vehicles – essentially flying robots.

The aircraft can be remotely controlled or can fly autonomously using inbuilt software-controlled flight plans. Designed for designated purposes by the military, they are becoming increasingly popular among members of the public, particularly in the summertime.

Misuse of a drone can lead to a criminal offence being committed.

If you are considering using a drone for recreational purposes, Thames Valley Police would advise that you consider the following guidance:
  • Do not fly the drone above 400ft in altitude or further than 500metres away from you horizontally.
  • If you wish to fly one that exceeds the limits above, you will need to seek permission from the Civil Aviation Authority (CAA) – please visit the Q&A section on our website for more details.
  • Avoid flying it within 150metres of a congested area or 50metres of a person or vehicle.
  • Use your common sense and fly safely - making sure you can see the drone at all times.
  • If you are using one with a camera, make sure you inform people before you start recording and be aware of your surroundings.

Drone technology is not unsafe but a minority of users continue to fly them irresponsibly.

Breaches of drone regulations (Article 166 & 167 ANO 2009) are investigated by the police and, while Thames Valley Police would not look to criminalise people for innocent misuse, other enforcement outcomes can be considered.

Vacancy for Clerk to Chearsley Parish Council
Chearsley Parish Council is seeking a highly motivated and conscientious person to be Clerk and Responsible Financial Officer from September 2016. The successful applicant will provide administrative support and advice to the Council. Duties include the compilation of agendas and minutes, dealing with correspondence and follow up actions from Parish Council meetings, payments of bills and preparation of monthly and annual accounts. The job requires a good knowledge of standard office IT packages and accounting systems and the successful applicant will have proven written and oral communication skills and be able to work to high standards. An essential part of the role is attendance at evening meetings generally once a month but on occasions, additional meetings.
Terms and conditions are in accordance with NJC for Local Government staff and a Local Government contributory pension scheme is offered. Salary :LC1 SCP 21 - 27 (circa £10.33 to £12.40 per hour) dependent on skills and experience and to be reviewed annually. Approximately 8 hours per week is required – to be discussed.
A full job description and person specification will be made available to interested parties. Holding a Certificate in Local Council Administration (CILCA) or being willing to work towards obtaining it is a pre-requisite for the role. In the first instance, applicants are asked to write a short note introducing yourself and the reasons as to why you feel working with the Parish Council would be of interest and what qualities you would bring to the Council. Sky and Chearsley Cricket Club Girls
The recent filming by Sky Sports News of the Chearsley Cricket Club girls has been featured on a number of occasions as part of Sky’s rolling news broadcasts celebrating “Women’s Cricket Week” to promote the development of and to encourage girls of all ages and abilities to start playing cricket.

New Village Hall Fund
There is a little bit more in the new village hall fund, which has now received £44 to date from the AVDC lottery. Due to the growing success of this local weekly lottery which supports local good causes, the jackpot has been increased to £25,000 and 60p in every pound goes to the good causes. There will now be a Chearsley Challenge held on Saturday September 17 in place of the proposed Village Fun Run to be held at the Cricket Field. There will be more details available in due course.

Chearsley Classic and Vintage Fun Day Sunday September 11
There is no missing the large advertisement on The Green of the forthcoming Chearsley village event which will be held on the Cricket Club Grounds. The organisers are expecting over 150 vintage and classic vehicles to be on display at the show which is now in its fifth year. The Show has grown substantially since the first one and offers a good day out for everyone, including arts and crafts stalls, children’s games and mini funfair, live music, steam engines, refreshments, bar, bbq, and vintage bus trips. All this for free entry and the chance to view a flypast of a Spitfire and a Hurricane. Anyone who has a vintage or classic vehicle which they would like to show, or anyone who would like a pitch for auto jumble or for charity fundraising or anyone who would like to advertise in the programme are asked to apply by going to the show’s website at www.ccvfd.co.uk. All proceeds from the Show go towards funds for the thriving Junior Section of Chearsley Cricket Club.

Chairman’s Match Sunday July 17
All spectators are welcome to the Chairman’s match at the Cricket Club. Nic Babington will be captaining the Chairman’s XI, a select side of Club players and guests playing against a Club side captained by James Veness. The match is played in memory of Steve Vear who died just over two years ago. Steve had been a well known and loved personality, involved with a wide variety of aspects of Chearsley, particularly the Cricket Club for many years. His widow, Karen will be at the match to present the trophy, a piece of cricket art made by Ian Perkins and colleagues. Play is scheduled to commence at 2:00pm.

LGV/HGV Survey
Another survey to monitor the HGVs passing through Chearsley was planned for Thursday July 7 between 8am and 4pm. A first survey carried out on June 10 recorded a total of 130 HGVs of various types. 61 via Crendon Road, 42 via Winchendon Road, 14 via Chilton Road and 13 via Aylesbury Road. By far the largest traffic flow was along the Crendon and Winchendon Roads in both directions. A lot of vehicles bore no indication of the commercial owners but the most frequently observed haulier was Bucks Recycling with a total of 21 vehicles entering the village during the day.
The total number of vehicles entering the village via the Crendon Road and Winchendon Roads averaged between 100 and 150 vehicles per hour. The survey work is being carried out in co-operation between Bucks County Council and three of our neighbouring villages of Ashendon, Cuddington and Westcott, and the information will be used to develop discussions about possible restrictions on HGVs using minor roads through our villages.

Draft Vale of Aylesbury Local Plan 
This new version of the Local Plan (VALP) is now open for public comment and consultation and within the plan it has identified that there should be 50 new houses in Cuddington. Cuddington Parish Council is urging everyone to visit a drop in session to be better informed and to make comments on the Plan. There will be a public display of the VALP in The Walter Rose room of the village hall in Haddenham on Monday July 11 from 11am until 8pm and also in Friars Square Shopping Centre on Thursday July 14 from 10 to 5pm. Cuddington Parish Council will be considering its response at its meeting on July 11. Comments can be made from now until September 5.
In the latest version of the draft Local Plan, Cuddington has now been assessed as a “medium village” required to grow by 19%. It is the only village in Aylesbury Vale to have been classified upwards from the previous Plan, based on its closeness and accessibility to the wider range of services in Haddenham. VALP would also seriously affect Haddenham as nearly 600 houses have been specifically allocated here. The biggest threat, however, comes from the potential creation of a “new settlement” which could add 4,500 new homes. The VALP can be viewed by a link from Haddenham.net. Chearsley is classified as a “small village” and no further sites need to be identified. Long Crendon as a “larger village” has a shortfall of housing requirement of 134 and further sites need to be identified.

Sunshine Club Matinee Cinema will be showing The Sound of Music starring Julie Andrews and Christopher Plummer on Monday July 25 in The Bernard Hall, Cuddington at 1.3opm with doors open at 1pm. Enjoy the delights of this film on the big screen in comfortable upholstered seats. Tickets cost £5 or £4 concession price which includes a cup of tea and cake during the interval. Booking is advisable by ringing Liz on 01844 299150 although tickets might be available on the door. Parking outside the hall is limited and visitors are asked to park in the Playing Fields car park in Bernard Close if possible.

Dog Fouling in the village
There has recently been an increase in the village where dog owners are failing to pick up mess made by their dog. In Dark Lane, one villager in an effort to keep their garden clean has helpfully left some bags for dog owners who have forgotten to bring their own, so that any dog fouling can be cleared up by them. Most dog owners are responsible and aware of their legal duty and health hazards to all, particularly children, in not clearing up after their dog, but it seems some dog owners, particularly those using the footpath in Chilton Road in the field where horses are kept and in Dark Lane and Church Lane are ignoring the problem. Please remember that there are 2 bins for dog mess in Church Lane provided for by the Parish council.

Parish Council meeting (Referred to in The Bucks Herald as “Paris Meeting” which if it met in Paris could be a way of getting more parishioners to attend)
There will be a meeting of the Parish Council on Monday July 18 at 7.30pm in the village hall. Everyone is very welcome to come when there are opportunities to voice any concerns about the village or offer an opinion on matters discussed during the meeting.

Damage to Chearsley Cricket Club
The Chairman of the club, Ian Houseman, has written that over the winter months when the ground has not been in continual use, considerable damage has been caused to the fencing and hedging around the edge of the field by pedestrians gaining entrance to the ground through them because the gates have been locked. This damage will now have to be repaired at a cost to the club using funds it had been hoped to spend on improving the facilities in general.
Everyone is reminded that Chearsley Cricket ground is private land, leased by the Cricket Club from the landowner. One condition of the lease and of the insurance policy is that all access gates to the ground are kept locked when the ground is not in use. A second condition of the lease is that no dogs are allowed on the ground at any time. This reinforces a general rule held on most sports grounds today. The Club is always pleased to welcome visitors to their Club on match days and when it is open whether they are members or not, but would ask that they would bear the above in mind.

Sky Sports at Chearsley Cricket Club
Sky Sports News visited Chearsley Cricket Club on Saturday morning of July 2 to hear about the success of girls’ cricket at the club. The crew filmed two coaching sessions and interviewed Angela Gray, Adam Lazaruk and four of the club’s young stars., Emily Parsons, Olivia Sawrey-Cookson, Emily Seed and Poppy Winnicott, who told the interviewer some of the secrets behind the club’s success in building the biggest girls’ cricket group in Bucks, which now has over 40 girls registered in a Juniors Section of around 100 youngsters. The visit took place as part of Sky Sports “Women’s Cricket Week” to promote the development of and to encourage girls of all ages and abilities to start playing cricket. Details as to when the programme will be broadcast should be made available soon.

Theatre in the Villages
Two years ago the village hall was packed with children and families for a show by Morgan & West as part of the Theatre in the Villages scheme which enables rural touring professional performances to be seen locally. The magic show was a great success and the Village Hall Committee is delighted to have been able to book Morgan & West to visit again with their new Show “Utterly Spiffing Spectacular Magic Show”. This will be held in the evening of Friday October 6 in the village hall. Since May 2015, Morgan & West have been performing this brand new family friendly children’s show, touring across the UK, including schools and spending a week on London’s South Bank in May this year. Rest assured that adults will not be bored by this piece of kids’ theatre which, has been written by Morgan & West to baffle all ages , from 5 to 105. It is described as a fast paced silly magic extravaganza. There will be more details nearer the time, but make a note to keep this date free.

James Wight in Close Calls with Nick Knowles
Two years ago James, whose parents, Gill and Andy live in Church Lane, set off in a team of four rowers to cross the Pacific Ocean in a canoe, as part of The Great Pacific Race from Monteray to Hawaii. Their journey which very quickly turned to near disaster and tragedy when the weather changed dramatically causing their small boat to begin to sink was recently shown on BBC1 as part of the Close Calls series with Nick Knowles. The programme shows a lot of film footage taken at the time on the boat and by the rescue helicopter as well as interviews with James and other members of his team. Episode 10 of Series 4 was shown on June 24 and is still available to watch on BBC I Player. Scary stuff, which fortunately has a happy ending.

Planning Permission for the New Village Hall
The good news has just been received that Planning permission has now been granted. This means that applications for funding can now be submitted with the hope that work can start next year. More details of this are available on the village hall web.

Thame 10k run
A team of 18 parents, committee members and staff of Chuf, which included 4 Chearsley residents ran as a team in the Thame 10k run on Sunday June 26 when all Chearsley Chuf runners completed the race in under 1 hour. Their target is to achieve donations of £2000 which will be split between funds for Chuf, the Chearsley Under 5s pre-school and Helen and Douglas House Hospice at Oxford. All donations would be very gratefully received by anyone who would like to support them. Please go to https://mydonate.bt.com/events/chuf/308438 to help them reach their target.

Birthdays 
There have been some “special” birthdays celebrated in the village recently. Congratulations to Ann Hytten of Church Lane and Aly Wright also of Church Lane, who is welcomed to Chearsley as a fairly recent newcomer.

Mobile Library - This will next be in the village, near The Bell, on Monday July 11 from 10 to 10.25am.

Calendar Boys


Calling all willing male volunteers...

We need you at the Chearsley road sign (Crendon Road) at 6pm Saturday 2nd July so that Sharon Sampson can take the front cover shot for our "Calendar Boys" 2017 calendar.

Please wear trainers and bring a bottle of water, and some colourful pants and caps.  All will  become clear!

LGV/HGV Survey - Thursday 7th July

A number of volunteers kindly helped with a survey to monitor the HGVs passing through our village. It took place on Friday 10th June and information on all HGVs entering the village was registered between the hours of 8 o’clock in the morning and 4 o’clock in the afternoon


  • A total of 130 HGVs of various types entered Chearsley Village between the hours of 8.00 – 16.00 on Friday 10th June – 61 via Crendon Rd, 42 via Winchendon Rd, 14 via Chilton Rd and 13 via Aylesbury Rd.  A follow-up survey is planned for Thursday 7th July and we need volunteers to help with the survey work.
